Abstract
The study on the development of measuring
the degree of local finance independence

It has been 10 years since local autonomy started in our country but we
can't find it's real appearance anywhere. This result may come from the
weak foundation of the local finance. Even though local finance scale has
been expanded externally because of the high demand for administrative
works, the dependence degree on central government is still considerable
and financial abilities of local governments show big differences.
In this regard, it's necessary to improve quickly inferior circumstances
around local financial reality. To do so, insightful understanding toward
the real situation of the local finance and both development and application
of the local finance index is needed urgently.
Thus, this study try to
focus on the independence degree of local finance and suggest some
alternatives that can measure correctly the financial abilities of local
